Brazil: Improved guidelines for FMD surveillance

Amendments concerning the transport of pigs for slaughter and certified swine breeding farms between FMD-free areas with vaccination.

On July 15, the Ministry of Agriculture, Livestock, and Supply (MAPA) published the Normative Instruction (IN) No. 48, dated July 14, 2020, which consolidates the former IN 44 text from October 7, 2007 that established the guidelines for Eradication and Prevention of Foot and Mouth Disease in Brazil.

Among the main changes to the IN, is the authorization to issue the Animal Transport Guide (GTA) by a veterinarian qualified by the Official Veterinary Service (SVO) for pigs intended for slaughter or coming from Certified Swine Breeding Farms (GRSC), susceptible to foot-and-mouth disease, which are being transported from a region with a lower health status to a destination with a higher health status.

In addition, the movement of pigs in a foot-and-mouth disease-free area with vaccination shall be subject to proof of regular vaccination against foot-and-mouth disease in bovine and bubalina animals if present on the farm of origin. When animals susceptible to foot-and-mouth disease are required to be isolated, this may be carried out on the farm of origin or at the destination, under the conditions approved by the SVO.
