On April 23, 2026, Mexico’s Ministry of Agriculture and Rural Development (AGRICULTURA) and the Inter-American Institute for Cooperation on Agriculture (IICA) signed a General Cooperation Agreement valid through March 2031. The document was signed remotely by Minister Julio Berdegué Sacristán and IICA Director General Muhammad Ibrahim.
The agreement is accompanied by the 2026-2028 Agriculture-IICA Collaboration Plan, which is structured around three pillars: control and eradication of the New World screwworm; sanitary innovation through epidemiological intelligence and digitalization; and strengthening institutional capacities for the protection of animal health and livestock production.

The plan outlines two strategic projects with an approximate investment of $6 million: the Computer System for Animal Identification and Traceability in Mexico (which will incorporate advanced analytics and artificial intelligence for epidemiological surveillance) and the Regional Health Intelligence Center for the GBG, an initiative involving Central American countries aimed at standardizing protocols and strengthening regional technical capacities for prevention and control.
The cooperation framework also covers aquaculture and fisheries health, agri-food supply chains, marketing, and water efficiency. The plan was also signed by IICA’s representative in Mexico, Diego Montenegro Ernst.
