After recent Food and Veterinary Office (FVO) inspection missions to Spain, the Commission considers that there is a systematic and persistent failure of the Spanish authorities to comply with the relevant EU provisions.

In particular, the Commission is of the view that Spain has failed to properly enforce certain essential obligations under Regulation (EC) N° 1/2005 as regards transporters' authorisations, approval of means of transport, journey logs, fitness of the animals for transport and penalties and inspections.
