Vice Premier Hu Chunhua, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), attended the conference and delivered a speech. Vice Premier Hu stressed the need to implement the important instructions issued by General Secretary Xi Jinping and put into place the requirements of the instructions by Premier Li Keqiang and called for greater efforts to intensify accountability in accordance with decisions made by the CPC Central Committee and the State Council and take further measures in ASF prevention and control in pursuit of combating the spread of the disease, ensuring safety of the live pig industry, pork supply and social stability.

According to Vice Premier Hu, since the outbreaks of ASF occurred in some areas of China, much efforts have been made by local governments and relevant departments in order to implement decisions and deployments made by the CPC Central Committee and the State Council. Despite positive results China has achieved, the situation remained grave and it was a pressing task to intensify the control efforts. Therefore, responsibilities of ASF prevention and control shall be clarified and local government as well as relevant departments shall take their responsibilities for prevention, control and supervision of the disease based on strict implementation of accountability. A crackdown on illegal activities and irregularities of pig farmers shall be carried out in order to ensure that all control efforts are firmly implemented. Efforts should be taken to strengthen crucial measures for prevention and control, strictly and timely address any outbreaks of the disease while quarantine and monitoring and regional efforts for massive prevention and control should be given full play to prevent the spread of the disease across regions.

Relevant departments shall put into place relevant policies for the live pig industry, strengthen the linkage between production and marketing and encourage producers to slaughter pigs in local areas so as to avoid long-distance transportation of live pigs and ensure the stable production of live pigs and supply of pork.
