On October 31st, 2018, the President of the Government of the Russian Federation held a meeting regarding the creation, in the Russian Federation, of a single system that guarantees the safety and traceability of animals, plants and animal and plant products, as published by the Ministry of Agriculture of Spain in its Foreign News Gazette.
The Ministries of Communication, Agriculture and Industry, the Rospotrebnadzor and the Rosseljoznadzor, shall draft and present before the government, before January 24th, 2019, the action plan for the creation of this system with the aim of guaranteeing its implementation as of April 22nd, 2019.
It involves the unification of three state computer systems dependant on the Ministry of Industry and Trade, the Rospotrebnadzor and the Rosseljoznadzor. In the opinion of the Ministry of Agriculture, the VetIS computer system (already present in the veterinary field and managed by the Rosseljoznadzor, and whose key component is the “Mercurio” veterinary certification system, that was implemented on June 1st and is working in all the Russian Federation) could serve as a base for the single system. Through this system, the traceability of all the goods subject to control (meat, fish, eggs, etc., except the finished food products) is carried out.
The Government has decided that, like before, the responsible for the safety of the agricultural raw materials will be the Rosseljoznadzor, and in the case of the finished food products in the retail businesses, it will be the Rospotrebnadzor.
