The directive was issued amid reports of large-scale collection, transportation, slaughter, and consumption of diseased pigs, which have undermined veterinary control, increased the risk of disease outbreaks, and threatened food safety.

The Prime Minister has instructed the Chairpersons of People’s Committees in provinces and cities to strengthen inspections and supervision of slaughterhouses; strictly control the transportation of animals and animal products; and strictly punish violations, including holding leaders accountable. At the same time, efforts must be made to strengthen local veterinary forces, improve quarantine effectiveness, slaughter control, and disease prevention and control.

The Ministry of Agriculture and Rural Development has been tasked with leading a nationwide inspection, refining the supply chain management mechanism, and establishing traceability systems, with the slaughtering process as the central control point. The Ministry of Public Security will intensify investigations and handle serious violations; the Ministry of Industry and Trade will monitor the market and address uninspected meat; and the Ministry of Health will tighten food safety inspections, particularly in collective dining facilities.

Media outlets will intensify public awareness campaigns to guide citizens toward using products with clear origins. The Deputy Prime Minister will directly oversee implementation to ensure coordinated and effective execution nationwide.
