EU: Debate on the common agricultural policy after 2027

EU agriculture ministers emphasized the importance of innovation and access to new technology to ensure competitiveness and generational renewal in the agricultural sector.

Ministers stressed that innovation and access to new technology are essential for ensuring competitiveness and generational renewal, and that young farmers are a major driver of innovation. They further highlighted the continued need for farmers to have access to training and agriculture advice.

Concerning simplification, ministers highlighted the need to ensure flexibility, and therefore to consider the number of mandatory elements in the Commission’s proposal. While some ministers acknowledged certain simplifications in the Commission’s proposal, others found that the structure of the proposal was a step in the wrong direction for the simplification agenda.

The Council underlined that enhanced innovation requires sufficient funding and a more streamlined regulatory framework. Many highlighted the importance of the European Competitiveness Fund in this respect.

This was the third thematic discussion on the common agricultural policy after 2027 organised by the Danish presidency. In October, ministers discussed the green architecture, while in November they focused on food security and targeting of support.

The Danish Presidency also gave a state-of-play on the negotiations on the common agricultural policy after 2027.
