Agriculture ministers exchanged views on the green architecture proposed by the Commission for the Common Agricultural Policy after 2027.
In September 2025, the presidency informed delegations that it would organise thematic discussions on different aspects of the Commission’s proposals at upcoming Council meetings.

During the first of such sessions, on the green architecture, ministers indicated the extent to which they consider that the Commission proposals can achieve the objective of making it simpler and more attractive for farmers to deliver on the green transition.
Ministers were given the opportunity to say whether they agree with the idea of not including any specific green ring-fencing for the next Common Agricultural Policy, and how a level playing field on the green transition could be ensured for farmers in the absence of such ring-fencing.
Delegations generally emphasized the need for a strong Common Agricultural Policy that ensured flexibility for member states to deliver on the green transition. They also raised questions concerning the specific measures proposed by the Commission.
During the discussion on green architecture, Austria presented the joint statement on the structure of the Common Agricultural Policy after 2027 on behalf of 17 delegations as an ‘Any other business points’ item.
