Brazil presents guidelines for mitigating methane emissions from livestock at COP30

A publication highlighting Brazil's contribution to global climate action in the agricultural sector was presented at the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC), held in Belém, Brazil. The report, titled in Portuguese, "Management of animal production waste for methane mitigation: Brazil's contribution to global climate action," leverages Brazil's experience to offer a practical and replicable guide to support countries, particularly in the Global South, in developing national low-carbon strategies.

The publication is the result of a collaboration between the Ministry of Agriculture and Livestock (Mapa), the Brazilian Agricultural Research Corporation (Embrapa), Instituto 17, and the Climate and Clean Air Coalition (CCAC).

The international launch took place during the round table – “From livestock waste to climate solutions: Policies, technologies, and cooperation for methane mitigation”, held at the AgriZone Pavilion of COP30 on November 13.

Strategic approach to methane mitigation

Managing animal manure is considered one of the most effective methods for mitigating climate change in the agricultural sector. Livestock production systems are among the main sources of methane (CH4) emissions globally. Methane is a short-lived climate pollutant (SLCP), with a global warming potential up to 27 times greater than that of carbon dioxide (CO2) over a 100-year period. For this reason, mitigating CH4 emissions is considered one of the fastest and most cost-effective ways to curb global warming in the short term.

Proper manure management transforms what would otherwise be an environmental liability into a source of renewable energy and biofertilizer, generating economic benefits and contributing to the reduction of greenhouse gas (GHG) emissions.

Replicable roadmap for global action

The report, internationally titled “Animal waste management for methane mitigation: Lessons from Brazil for global action,” compiles Brazil’s political and technical experience in a structured guide. It presents six key steps that can be adapted to different national contexts:

  1. Understand the production context and emission sources.
  2. Identify barriers and conditions necessary for adoption.
  3. Quantify mitigation potential and additional benefits.
  4. Develop and demonstrate technical and business solutions.
  5. Establish structures for monitoring and institutionalization.
  6. Promote cooperation, inclusion, and scalability.

This material has been developed for public officials, policymakers, technical experts, researchers, and financial institutions interested in sustainable, scalable, and inclusive solutions. It aims to facilitate peer learning and South-South cooperation, demonstrating that it is possible to reconcile food security, social inclusion, and climate change mitigation.
